This paper discusses the impact caused by the traditional Network Equipment Vendors switching their investment in platforms that support 95% of today's Operator revenues to concentrate on products that would meet the promise of an all-IP future . Many of these Vendors re-deployed their IN skills and knowledge to develop pure IMS service layer platforms to deliver new data oriented services – a portfolio of content based services currently contributing less than 5% of overall Operator revenues.

This has left the Operators with the problem of how to continue to offer the services that make up the total global mobile voice and messaging revenues of over $600B today. These services are often delivered on closed, proprietary platforms that are reaching end of life and becoming highly expensive to support.

The Paper discusses the reasons why this situation has occured and the choices available to Operators in making investments in platforms that will support the continued demand for core services in an ever increasing transition window between their networks of today and the promise of an all-IP future.
